Abstract

Onečišćenje pitke vode metalima postaje sve veći problem u svijetu. Svjesni činjenice kako je zdrava pitka voda temeljno ljudsko pravo, građani EU reagirali su prvom građanskom inicijativom „Right2Water“ 2013. godine u cilju poboljšanja pristupa, praćenja i kvalitete vode za piće. EU je prepoznala važnost inicijative i pristupa evaluaciji važeće „Direktive o kakvoći vode za piće“ u državama članicama te 2018. godine donosi prijedlog nove Direktive kojom se uvode mjere kojima se, između ostaloga, regulira temeljno pravo čovjeka na zdravu pitku vodu. U prvom dijelu ovoga rada prikazani su europski i hrvatski zakonodavni okvir koji reguliraju područje pitke vode za ljudsku potrošnju, između ostaloga i vrijednosti parametara metala. Potom su opisani metali koji spadaju pod kemijske parametre novog prijedloga „Direktiva o kakvoći vode za piće“ kao i njihov učinak na ljudsko zdravlje. Uz to, uspoređeni su parametri metala u pitkoj vodi sa smjernicama ostalih svjetskih regija. Od parametara metala uključenih u prijedlog nove Direktive, zagađenje pitke vode povećanim udjelom metala u Hrvatskoj vezano je jedino uz arsen koji predstavlja problem i to zbog svoje prirodne prisutnosti u stijenama i zemlji u istočnoj Slavoniji. Te visoke koncentracije arsena rezultiraju onečišćenjem pitke vode u kućanstvima ne samo istočne Slavonije, već i u susjednim zemljama regije.

Abstract (english)

The pollution of drinking water by metals is becoming a growing problem in the world. Aware of the fact that the healthy drinking water is a fundamental human right, EU citizens responded with the first citizen's initiative „Right2Water“ in 2013 in order to improve access, monitoring and quality of drinking water. The EU has recognized the importance of the initiative and started the evaluation of the current “Directive on the quality of water intended for human consumption” in the EU member states. In a 2018 EU adopts a Proposal for a Directive on the quality of water intended for human consumption introducing measures that regulate, among other things, the fundamental human right to healthy drinking water. The first part of this final thesis presents the European and Croatian legislative framework governing the area of drinking water for human consumption, including the values of metal parameters. Subsequently, the metals involved in the chemical parameters of the new Proposal for a Directive on the quality of water intended for human consumption and also their effects on human health are described. In addition, the parameters of metals in drinking water were compared with the guidelines of other world regions. Of the metal parameters included in the new Proposal for the Directive, the pollution of drinking water associated with high concentrations of metals in Croatia is only related to arsenic, which is a problem because of its natural presence in rocks and soil in eastern Slavonia. These high concentrations of arsenic result in the contamination of drinking water in households not only in eastern Slavonia but also in the neighboring countries of the region.
